In order to meet legal and General Synod requirements, all church workers and volunteers will be instructed to fill out a <strong><em>single<\/em><\/strong> <strong><em>online<\/em><\/strong><strong>\u00a0Diocesan Safe Ministry application form<\/strong>, and will be prompted to fill out any additional forms necessary to meet State Government legislative requirements.<\/p>\n<p>Synod has been conducting\u00a0safe ministry\u00a0screening and training for clergy and volunteers since 2002.\u00a0\u00a0Changes to South Australian legislation together with the requirements of\u00a0the\u00a0<em>Safe Ministry to Children Canon<\/em>\u00a02017\u00a0have prompted Synod to review our Safe Ministry policies, procedures and training.\u00a0\u00a0<\/p>\n<p>One\u00a0of the weaknesses in our current approach is that whilst we have\u00a0rigorous\u00a0screening process and record keeping at Synod Office level,\u00a0we have no means of knowing whether everyone who should apply for a Working\u00a0With\u00a0Children\u00a0Check\u00a0does so.\u00a0 Nor do\u00a0we\u00a0currently know that everyone who works with children in a church holds the relevant approval, and importantly when a family\u00a0arrives\u00a0at your\u00a0church,\u00a0they\u00a0may\u00a0have no\u00a0visible\u00a0means of knowing\u00a0whether\u00a0the people working with their children are appropriately screened, trained and approved.\u00a0<\/p>\n<p>Diocesan Council has\u00a0approved a series of reforms to\u00a0our\u00a0Safe Ministry\u00a0system:\u00a0<\/p>\n<ol>\n<li>We have\u00a0adopted a Safe Ministry\u00a0Policy setting out our vision, our commitments and the responsibilities for each stakeholder. The Safe Ministry Policy for the Diocese is attached;\u00a0<\/li>\n<li>Diocesan Council has accredited\u00a0<em>Safe Ministry Check <\/em>as our Safe Ministry trainer. Safe Ministry Check\u00a0is an online\u00a0platform and suite of training\u202fcourses\u202fdeveloped\u202fin partnership with\u202fAnsvar Risk.\u00a0What this means is that all training for Safe Ministry will now be\u00a0offered\u00a0online, thereby saving time for volunteers and engaging them in a more convenient way while still maintaining\u00a0our high standards of training;\u00a0and\u00a0<\/li>\n<li>A new position at the parish level is to be created\u00a0to ensure\u00a0that each\u00a0church\u00a0worker\u00a0ministering\u00a0to children\u00a0holds the appropriate approvals and that information is visibly available to\u00a0those attending the parish.\u00a0\u00a0 This role will be known as the\u00a0\u201cSafe Ministry Coordinator\u201d.\u00a0<\/li>\n<\/ol>\n<p><strong>Who needs a\u00a0Working\u00a0With\u00a0Children\u00a0Check\u00a0clearance?<\/strong>\u00a0<\/p>\n<p>To ensure compliance with both South Australian State legislation and the Safe Ministry to Children Canon\u00a02017\u00a0the following list of roles must obtain a safe ministry clearance:\u00a0<\/p>\n<ol>\n<li>All clergy and lay persons holding\u00a0an authority\u00a0from the\u00a0Bishop;\u00a0<\/li>\n<li>All candidates for\u00a0Ordination;\u00a0<\/li>\n<li>All lay church workers in paid employment involving\u00a0work with children;\u00a0<\/li>\n<li>All lay volunteers who work with children;\u00a0<\/li>\n<li>All members of Diocesan Council; and\u00a0<\/li>\n<li>Members of Parish Councils only where the Parish concerned has <em>lay paid staff or volunteers who work with children.\u00a0<\/em><\/li>\n<\/ol>\n<p><strong>Who Doesn\u2019t need a Working\u00a0With\u00a0Children Check clearance?<\/strong>\u00a0<\/p>\n<p>Under current Diocesan safe ministry processes all volunteers in parishes are required to undergo a WWCC.\u00a0 The means that many volunteers in parishes who have only incidental contact with children are undergoing a WWCC even though they are not legally required to do so.\u00a0<\/p>\n<p>Diocesan Council has adopted\u00a0legal advice\u00a0that\u00a0\u201ca person will\u00a0not\u00a0be performing \u2018child-related work\u2019 if they are performing \u2018any other service or activity\u2019 in the course of which contact with children occurs\u00a0incidentally or would not reasonably be expected to occur\u2019.\u00a0\u00a0\u00a0<\/p>\n<p>A WWCC is\u00a0not required\u00a0in relation to a person who believes on reasonable grounds that they will not \u2018work with children\u2019 on more than\u00a0seven days in a calendar year\u00a0(unless that person does \u2018work with children\u2019 on more than seven days (i.e. once they have \u2018worked with children\u2019 on more than seven days, they will need to obtain a WWCC)\u00a0\u00a0<\/p>\n<p><em>This means that if your church does not have a children\u2019s program\u00a0or\u00a0youth group, the only persons required to hold a WWCC\u00a0are the clergy.\u00a0<\/em><\/p>\n<p>To assist parishes, a table that sets out who ought to undergo the WWCC and Safe Ministry training is in the\u00a0<a href=\"https:\/\/www.diowillochra.org.au\/?page_id=4661\" target=\"_blank\" rel=\"noopener\">Safe Ministry resources<\/a>\u00a0page (<a href=\"https:\/\/www.diowillochra.org.au\/?page_id=4661\" target=\"_blank\" rel=\"noopener\">https:\/\/diowillochra.org.au\/safe-ministry-resources\/<\/a>).\u00a0\u00a0This should be read as a guide only.\u00a0 For further clarification parishes are encouraged to contact the Safe Ministry Unit.\u00a0<\/p>\n<p>With these reforms,\u00a0many parishes\u00a0should see a significant reduction in the number of people who have to undergo the WWCC\u00a0and training.\u00a0<\/p>\n<p><strong>The Safe Ministry Coordinator<\/strong>\u00a0<\/p>\n<p>Whilst the responsibility for Safe Ministry in any parish ministering to children or vulnerable people lies with the Parish Priest, Diocesan Council has endorsed the creation of a\u00a0<strong>Safe Ministry Co-ordinator role in each parish<\/strong>. The Safe Ministry Coordinator role is designed to assist the Parish comply with their\u00a0safe ministry\u00a0responsibilities.\u00a0\u00a0<strong>Safe\u00a0Ministry\u00a0Co-ordinators<\/strong> will be appointed by the Parish Priest as an \u201cother officer\u201d under Section 52 of the\u00a0<em>Parochial Administration Ordinance<\/em>\u00a0<\/p>\n<p>Parish\u00a0Safe\u00a0Ministry\u00a0Co-ordinator role\u00a0is to:\u00a0\u00a0<\/p>\n<ol>\n<li>assist parish volunteers in working out whether they are legally required to undergo a WWCC\u00a0\u00a0<\/li>\n<li>keep records of who is working with children in the church setting\u00a0\u00a0<\/li>\n<li>keep local records of who has WWCC (will be updated regularly by Synod Office)\u00a0\u00a0<\/li>\n<li>ensure no one works with children unless they have Synod approval\u00a0\u00a0<\/li>\n<li>forward regular (monthly) compliance reports to the safe ministry authority (Diocesan Council via the Secretary of Synod)\u00a0\u00a0<\/li>\n<\/ol>\n<p>A Safe Ministry Coordinator should ideally:\u00a0<\/p>\n<ul>\n<li>be 21 years or older;\u00a0<\/li>\n<li>hold a Working\u00a0With\u00a0Children Check (WWCC) clearance;\u00a0<\/li>\n<li>have an email account (for administrative purposes);\u00a0\u00a0<\/li>\n<li>have good administrative skills and be capable of maintaining a computer spreadsheet.\u00a0<\/li>\n<\/ul>\n<p>It would be desirable if the Safe Ministry Coordinator:\u00a0\u00a0<\/p>\n<ul>\n<li>has professional training or expertise in child protection issues (such as a teacher, children\u2019s worker, youth worker or a person with behavioural or social sciences qualifications and experience); and\u00a0<\/li>\n<li>is not a member of the parish staff or related to a member of the Parish\u00a0staff.\u00a0This is to avoid a scenario where a parishioner might feel uncomfortable speaking to the Safe Ministry Coordinator about concerns regarding a staff member.\u00a0\u00a0<\/li>\n<\/ul>\n<p>Synod Office will co-ordinate the communication around the establishment of the Safe Ministry Co-ordinator roles, and will support them with training, resources and support in the conduct of their responsibilities.\u00a0\u00a0\u00a0<\/p>\n<p>We will be producing new safe ministry posters for display in each parish.\u00a0 Further we will provide a document which may be displayed setting out the name of the parish Safe\u00a0Ministry Co-ordinator and the list of names of persons approved for safe ministry in the parish together with the expiry date.\u00a0 This will enable any family\u00a0attending the parish\u00a0to check that the persons who are ministering to children are appropriately approved for that ministry.\u00a0<\/p>\n<p><strong>Safe Ministry\u00a0Training<\/strong>\u00a0<\/p>\n<p><strong>Safe Ministry Check<\/strong>\u202fis a platform and suite of training\u202fcourses\u202fdeveloped\u202fin partnership with\u202fAnsvar Risk. It\u202fwill comfortably meet the\u202fneeds of our Diocese.\u202f Ansvar (our insurance broker) strongly encourages its clients to\u202futilise\u202fthis training.\u202f\u00a0<\/p>\n<p>Safe Ministry Check consists of a series of\u202fshort videos\u202ffollowed by several questions to reinforce the content\u202fand test understanding.\u202f The applicant cannot proceed or receive a certificate of completion without correctly answering the questions.\u202f\u202f\u202fEach video course takes between 20 minutes and 40 minutes to complete\u202fwith a total investment of\u202fless than three hours.\u202f\u202f\u202fThe\u202fsystem keeps track of when\u202fapplicants\u202fhave completed their courses and when they need to do a refresher. This\u00a0will be\u202fintegrated\u202fwith\u202four\u00a0Salesforce\u00a0database\u00a0enabling\u202fus\u202fto capture the data required for a Safe Ministry clearance.\u202f\u00a0<\/p>\n<p>The training\u202fportal\u202fon the Safe Ministry\u202fCheck website will be branded\u202fspecifically\u202ffor the Anglican Diocese of Willochra\u202f(<a href=\"https:\/\/safeministrycheck.com.au\/\" target=\"_blank\" rel=\"noopener\">safeministrycheck.com.au<\/a>) with our Safe Ministry Policy, Faithfulness in Service and\u202frelevant\u202fcontact details\u202fincluding reporting obligations\u202fbuilt into the content.\u202f\u202f\u00a0<\/p>\n<p><strong>This suite of\u202fcourses will replace the current Safe Environments for children &amp; young people \u201cThrough their Eyes\u201d (SE) and Ensuring Safe Church communities (ESCC) courses.\u202f<\/strong>\u00a0<\/p>\n<p>Further,\u202fthese\u202fSafe Ministry Check\u00a0courses have been developed as suitable for viewing by\u00a014-17<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-accordion-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-2132\" class=\"elementor-tab-title\" data-tab=\"2\" role=\"button\" aria-controls=\"elementor-tab-content-2132\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon elementor-accordion-icon-right\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-closed\"><i class=\"fas fa-chevron-down\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-opened\"><i class=\"fas fa-chevron-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-accordion-title\" tabindex=\"0\">Making The Move Online<\/a>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-2132\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"region\" aria-labelledby=\"elementor-tab-title-2132\"><p>While it can feel like a big step, moving online means an ultimately less complicated clearance process.<\/p>\n<p>Besides the convenience of being able to complete your <a href=\"https:\/\/www.diowillochra.org.au\/?page_id=4958\" target=\"_blank\" rel=\"noopener\"><u>Safe Ministry clearance applications<\/u><\/a>\u00a0and <a href=\"https:\/\/www.diowillochra.org.au\/?page_id=4476\" target=\"_blank\" rel=\"noopener\">Safe Ministry training<\/a> across a range of digital devices (laptop, smart phone, tablet), applying online is better for the environment and leads to a reduction in print and post costs at both ends of the process.<\/p>\n<p>Applying online also allows for easier and more efficient handling of data, which should lead to faster turnaround times and fewer delays, meaning you can be cleared for ministry much sooner than experienced using the old processes.<\/p>\n<p>Finally, lodging your application online means that you will receive confirmation that your application has been lodged. You will also receive email updates to help you track your application\u2019s progress and be advised when you are cleared for online training. Reminders will be sent when your current Safe Ministry clearance is due for renewal.<\/p>\n<p>If you or someone you know is not familiar with using the internet or uncomfortable with using it, your first action should be to seek support from your own parish.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-accordion-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-2133\" class=\"elementor-tab-title\" data-tab=\"3\" role=\"button\" aria-controls=\"elementor-tab-content-2133\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon elementor-accordion-icon-right\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-closed\"><i class=\"fas fa-chevron-down\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-accordion-icon-opened\"><i class=\"fas fa-chevron-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-accordion-title\" tabindex=\"0\">Working With Children Check<\/a>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-2133\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"3\" role=\"region\" aria-labelledby=\"elementor-tab-title-2133\"><p>Stronger, more effective and transparent screening laws for people working or volunteering with children have been introduced in South Australia.<\/p>\n<p>These changes to the screening laws were recommended as part of South Australian &amp; Federal Royal Commissions, to help keep children safe in our communities.\u00a0<\/p>\n<p>The new laws mean that everyone working or volunteering with children must have a valid child-related screening. From 1 July 2019, the State\u2019s current system for child-related employment screening will be replaced with a\u00a0<a href=\"https:\/\/screening.sa.gov.au\/types-of-check\/new-working-with-children-checks\">Working with Children Check<\/a> (WWCC).\u00a0<\/p>\n<p>If you have a current, valid DHS\/DCSI child-related employment screening this will be recognised as a WWCC until it expires (normally three years from the date of issue).\u00a0You will need to supply a copy of this separately via email when you submit your online Safe Ministry Application. These can be forwarded to <a href=\"mailto:safeministry@adelaideanglicans.com\">safeministry@adelaideanglicans.com<\/a><\/p>\n<p>For people who have a National Police Certificate assessed by their organisation and use it to volunteer with children, they will have until 1st July 2020 to get a WWCC unless its expiry is prior to this date.<\/p>\n<p>Furthermore, a Working with Children Check is valid for five years and is portable across roles and organisations in South Australia.<\/p>\n<p><em>It is important to realise that it is an offence to work or volunteer in a child related role without a valid clearance.
